Transfer Policy for Female Employees in Public Sector Banks

The ratio of women to men employees in Public Sector Banks (PSBs) is among the highest as compared to any other industry. Of around 8.5 lac persons employed in PSBs there are nearly 2 lac women employees, i.e., the women employees account for 24% of the total workforce. In India, only one in 10 companies across all sectors have a woman at the highest level and more than half of these are from the financial services sector. There are countless success stories in Public Banks where females have made to the top offices, examples are Arundhati Bhattacharya, chairman of State Bank of India (the largest Bank in the world as far as number of employees and number of branches are concerned);  Usha Ananthasubramanian, Managing Director & CEO, Bhartiya Mahila Bank; Archana Bhargava, Managing Director & CEO, United Bank of India; and Vijayalakshmi Iyer, Managing Director & CEO, Bank of India, besides Shyamla Gopinath, former Deputy Governor of Reserve Bank of India, and certain others former women chiefs of top banks are role models to millions of female bank employees.

The Transfer Policy for female employees in PSBs is among the most important factor that is encouraging more & more female candidates register for various bank exams like IBPS PO, SBI PO, RBI Grade B Officers etc., and the female candidates consistently rank among the toppers in these exams. The other factors include better work-culture of banks suitable to female employees, higher number of holidays including 2nd & 4th Saturdays and other Privilege/Sick/Maternity Leave etc.; pay packages are among the highest in the category. For PO entry level employees PSBs pay a basic salary of INR 23700 per month, add the DA TA with all the other allowances and the CTC goes up to INR 50000 per month making banks a lucrative choice among potential job seeker and with addition of other perquisites such as Rent Free Accommodation, LFC, Entertainment, Newspaper & Conveyance etc., the package is of INR 10 to12 lac depending upon the place of posting.

With a view to minimize the hardship of female employees, the Government of India has sent out a communication to all the banks, directing them to provide appropriate provisions in the Transfer Policy in regard to female employees and the board guidelines are as follows :

  1. To accommodate as far as possible placement/transfer of married female employee, on her request, at a place where her husband is stationed or as near as possible to that place or vice versa; and
  2. To accommodate as far as possible placement/transfer of unmarried female employee, on her request, at a place where her parents, are stationed or as near as possible to that place.

The transfer policy of almost all PSBs are women-friendly and provide for certain provisions to take care of the difficulties of the female employees in the bank so that they can get transfers at places where their husbands are working or parents are living, despite PSBs having branches spread across all over the country reaching even the farthest and the remotest corners of India.
